Safety officers across Redstone Arsenal have noticed an uptick in joggers and bicyclists running and biking in restricted areas.  

Charlie Carter, the Garrison’s safety director, reminded safety officers across post about the rules and regulations that govern the use of the roads on Redstone Arsenal during a recent meeting of the Safety and Occupational Health Advisory Council.  

The Garrison Safety Office then shared a few rules to observe to ensure everyone’s safety.   

For runners, you need to stay off the major roads.  

“You can’t jog on a street with speed limit over 30 mph,” Rodney Shepherd, a safety and occupational health specialist, said. “The roads you can jog on are defined by the speed limit. We’ve got several streets that run at 35 mph and over, and you can’t run on those.” 

According to regulation RSA 190-5 of the Motor Vehicle Regulation, Section 17, “Runners will not create a safety hazard, e.g., running on roadways with speed limits more than 30 mph or more.”  

The regulations also say individual and small groups of joggers are prohibited from jogging on the streets or roadways listed in Appendix A.

Joggers should also be mindful that the regulations prevent small groups of three or more joggers from running on roads with a speed limit that is equal or greater than 30 mph, and this “does not apply to roads blocked to traffic and designated for unit or activity PT formation runs.” 

The regulations also have specific safety-minded instructions for joggers, like not wearing headsets while running unless the runner is traveling on a designated running path and requiring groups of joggers to wear reflective safety gear while running along or across public roadways when visibility is limited.   

When it comes to cyclists, Shepherd says, “part of the bicyclists’ requirements are they can only operate on certain roads or during certain times.”  

For example, bicyclists are not allowed to enter Gate 9 between 5:30 a.m. to 5 p.m. Monday through Friday, with the exception of federal holidays, according to the policy. 

Bicyclists are also prevented from traveling Rideout Road, from Gate 9 to Martin Road, along with Martin Road, from Patton Road to Rideout Road, Monday through Friday, between the hours of 6 a.m. and 5 p.m., excluding federal holidays.  

The policy has safety-minded instructions for bike riders, too. 

Bicyclists and those riding non-motorized scooters, skateboards and rollerblades are required to wear bicycle helmets approved by the Consumer Product Safety Commission and have the chin strap fastened while riding on post, according to the regulation. 

The requirements for visibility for cyclists are listed in the RSA 190-5 Motor Vehicle Regulation as 3-31.  

During daylight hours, anyone riding a bicycle is encouraged to wear brightly colored clothing as an outer garment and when it’s dark or there’s limited visibility, cyclists are required to ride with a white front light lit and a lit red taillight, not just a reflector, and wear high-visibility reflective apparel as an upper outer garment.  

Lights should be visible from a distance of at least 500 feet to the front and to the rear. 

Also note that cyclists are prohibited from wearing headphones, earphones or other listening devices while bicycling on Redstone Arsenal.
